This unlined landfill with a failed cover is located on the banks of the Tualatin River, partly on flood plain and partly on high value farmland. It operates under a DEQ permit but has never obtained any building permits for its facilities or proper land use approvals from Washington County. Lakeside has a history of accepting unpermitted materials and has contaminated surrounding groundwater.
Lakeside Reclamation Landfill operates under the authority of a Franchise Agreement granted by the Washington County Board of Commissioners and has been repeatedly issued Notices of Noncompliance by DEQ for failing to comply with environmental regulations. Lakeside Reclamation landfill has failed to report such violations to Washington Co. Officials as required by terms of their franchise permit.
